Nope, doesn’t work for me. Just opens a small window, looks like it downloads something real fast, the the PSO2 splash screen shows up for a few seconds, and then bam, no game and the Steam play button is green and ready to launch again.
Same with me. The game won’t work at all and I followed all of these directions and can’t find any other resources.

Installed from Steam like any other. Why are the file edits even nessasary? Then…they don’t even work or fix anything.
