How to Fix the Garbage Problem
The first thing you need to do is to make a district. Use the tool to create a district for the area where you want your garbage processing plant to collect garbage from.
Now, assign the garbage processing plant that you want to use for garbage collection to the district you just created.
By doing this, the garbage processing plant won’t import garbage from your neighboring cities.
P.S. Any garbage processing plant that isn’t assigned to a district will keep importing garbage until it can’t be stored anymore, and any unassigned garbage plant within the district will redistribute their waste to other garbage plants when they reach their capacity.
