This patch includes fixes for various editor issues, as well as adjustments to gameplay and improvements to accessibility

Additions
- Added switch to toggle VFX on song select screen
- Added separate judgment counts for each note type on results screen
Changes
- The song file is now preloaded in the editor(Removes the lagspike when starting preview for the first time after opening a project)
- Increased Perfect timing window to +-42ms(Previously +-36ms) and Almost window to +-64ms(Previously +-60ms)
- Hold notes now tick half as often
- Slightly decreased the size of the spin note model to improve visibility
Fixes
- Start Time no longer has inconsistent behavior between editor and gameplay
- File pickers in editor now open the correct folder
- Notes in editor are now correctly synced with the song when timescale is not 1
- Timestamp on the editor seek bar now accounts for Start Time
- Increased input buffer for keyboard shortcuts in editor. May prevent inputs registering twice if that happened to you
Map adjustments
- Reduced the variance of scroll speed changes in the following maps: Bonus Stage!(HD, ED), Chromax(SD, HD, ED), Delta Drive(SD, HD, ED), Redshift(SD, HD, ED), Reflection(SD, HD, ED), Sea of Stars(SD, HD, ED), Vector Wave(SD, HD, ED), jittter(SD, ED), Overclocked(SD, HD, ED)
- Increased Redshift(HD) rating to 7
- Removed a note that was not supposed to be there in Vector Wave(HD)
