An AI civ Gold Steal can be accomplished by first meeting all the AI civs with scouts, then making a trade deal with them to trade your luxury resource over 25 turns and a generous amount of your gold over 25 turns, for all their gold in their bank. You have to set a deal that is highly in their favor, so they won’t turn it down. Then you build a fort on top of your luxury resource after the deal is made and before you advance to the next turn. When the deal is made they give you all their gold right away, on that turn. Then when you advance to next turn, the deal is cancelled, you keep all your gold and resource, but you keep their gold as well. It’s not returned to them because they gave the gold to you on the turn prior. The AI is not intelligent to know they got ripped off. This can be repeated every other turn on whichever civ you’ve met that has the most gold. The turns in between you are changing your fort back into a plantation to set up the next steal.

You also can only develop ONE of whichever luxury resources you choose to make your deals with. Otherwise, the deal will go through. So I place a permanent worker on one luxury resource deposit to do my deals with and build forts on all the other deposits of the same resource. I’ll name the nearest city, and the name of the resource to be able to find it again. Then the only other thing you have to do is make sure you don’t conquer or do any deals with a city-state and obtain that luxury resource, or again the deals will go through. If not you can take gold from all the AIs.

I believe this will only work in single-player when playing against the AI. You may get away with doing it once in multiplayer before you piss someone off. I’ve never tried it in multiplayer against a real person. This cheat steal can really help out in the early game when you’re hurting for gold. Oh, and the AI civs don’t get angry over it. They think they are getting a good trade and are not intelligent to catch the steal. Steal their gold and they will love you for it.
